防衛装備庁は令和8（2026）年7月31日（金）、青柳 肇（あおやぎ・はじめ）防衛装備庁長官の英国出張における日英防衛産業協議会（日英カウンシル）とGCAP協議について、以下のとおり報告した。

（お知らせ）青柳防衛装備庁長官の英国訪問（概要）

1　令和8年7月15日（水）～16日（木）までの間、青柳防衛装備庁長官は、英国を訪問し、ピアース英国国防省国家装備局長等との間で日英防衛産業協議会（日英カウンシル）及びGCAP協議を実施しました。
2　日英カウンシルにおいては、実施要領（Terms of Reference）の署名式を行うとともに、両国の装備政策や両国間の防衛装備・技術協力の進捗状況、今後の協力の可能性などについて幅広く議論しました。
3　GCAP協議においては、先般の、国際機関GIGOとジョイント・ベンチャーEdgewing間での契約の締結を歓迎するともに、引き続きGCAPを着実に進展・加速させていくべく率直な意見交換を行いました。
4　こうした議論を具体的な成果に着実に繋げていくために、日英カウンシルの枠組み及びGCAP協議を通じた日英間の議論を一層緊密に行うことで一致しました。

令和8年6月の日英首脳会談において、平成26年以降開催されてきた「日英防衛装備・技術協力運営委員会（日英パネル）」を格上げして、日英間の防衛装備・技術協力に 関する事務方対話枠組みとして、「日英防衛産業協議会（通称カウンシル）」を設置することで合意 。

Visit of ATLA Commissioner Aoyagi to the United Kingdom

From 15 to 16 July 2026, ATLA Commissioner Aoyagi visited the United Kingdom and held the Japan-UK Defence Capability and Industrial Council （the DCIC） and a GCAP meeting with Mr. Rupert, the UK National Armaments Director （NAD）, and other officials.
At the DCIC, the both Commissioner and NAD signed the Terms of Reference （ToR） and held wide-ranging discussions on the defence equipment policies of both countries, the progress of Japan-UK defence equipment and technology cooperation, and opportunities for future collaboration.
At the GCAP session, the both Commissioner and NAD welcomed the conclusion of a Contract between the Global Combat Air Programme （GCAP） International Government Organization （GIGO） and the Joint Venture "Edgewing" in July this year, and discussed to continue to move the programme forward and accelerate the development steadily.
The participants concurred that discussions under the framework of the Council and the GCAP meeting should be further strengthened in order to translate these discussions into tangible outcomes.
Note:
At the Japan-UK Summit Meeting held in June 2026, the leaders of both nations agreed to establish the Japan-UK Defence Capability and Industrial Council （the DCIC） as an upgraded official-level dialogue framework on defence equipment and technology cooperation between Japan and the United Kingdom. The Council succeeds the Japan-UK High Level Steering Panel （the HSLP）, which had been held since 2014.
